MORGANTOWN — A Fairmont man was arrested and charged with attempted murder in connection with Monday night’s Listravia Avenue shooting.
Thursday evening, Carlos Luis Pagan II was arrested in Fairmont by the U.S. Marshals Service’s Mountain State Fugitive Task Force. The task force was assisted by detectives from the Morgantown Police Department and Fairmont Police Department, according to an MPD press release.
The 28-year-old is charged with second-degree attempted murder and malicious wounding.
Andrew Stacy, Morgantown’s public information officer, identified Kashif Lamont Monk, 35, of Brooklyn, N.Y., as the victim of the shooting.
Monk was shot multiple times in the chest and leg, according to a criminal complaint against Pagan.
A previous MPD press release stated Monk was taken to Ruby Memorial Hospital, where he underwent emergency surgery. Stacy said Monk was still in the hospital as of Friday afternoon. A hospital spokesperson said Monk is in good condition.
Monk told detectives he was walking to his car when he saw a vehicle parked behind his, according to the complaint. He walked up to the car, saw Pagan and noticed he had a gun in his waistband, the complaint stated. Monk asked Pagan about the gun and Pagan drew it and allegedly shot Monk multiple times.
Pagan was arraigned Friday in Marion County Magistrate Court and is being held in North Central Regional Jail without bond.

Monk was charged last week with four counts of possession with intent to distribute after police searched his Listravia Avenue home.
During the search, police found four types of drugs: Xanax, marijuana, crack or cocaine and Colnazepam, according to a criminal complaint.
There was also a large amount of money and a digital scale in his home, the complaint stated.
