Lillian Victoria “Vicky” Dulaney, 78, of Washington, Pa., formerly of Mt. Morris, Pa., died at 12:26 a.m. on Monday, Jan. 24, 2022, at the UPMC Presbyterian Hospital in Pittsburgh.
