Preston County grand jury returns indictments for murder, other charges

KINGWOOD — A Morgantown man was indicted on a charge of first-degree murder Tuesday by the June term of the Preston County Grand Jury.

Aaron Glenn Hoard, 34, has been in the Tygart Valley Regional Jail since being charged in November 2019 with the shooting death of Grant Felton Jr., 38, of Terra. The incident occurred outside Shorthorns Saloon in Terra Alta.

Hoard was among 26 people indicted by the grand jury, which was rescheduled from earlier in the month after the primary election was moved from May to June 9. June 9 was the original date of the grand jury.

According to criminal complaints and testimony at hearings, there was an altercation at the bar and Hoard got a pistol from his truck and fired it. Felton was hit multiple times and pronounced dead at the scene.

The grand jury met Tuesday, but the Preston County Prosecutor’s Office did not make the information available until Wednesday.

Some people were named in multiple indictments. Indicted were:

  • Davis, Amanda Jean, 35, of Kingwood — Three indictments for third or subsequent offense shoplifting.
  • Reckart, Joshua Lee, 32, of Tygart Valley Regional Jail — Seven counts of breaking and entering, three counts of petit larceny, four counts of destruction of property, two counts of grand larceny, five counts of conspiracy, one count attempted breaking and entering.
  • Separate indictment for breaking and entering, and grand larceny.
  • McCloud, Craig Allan, 39, of Tygart Valley Regional Jail — Two counts of third-offense domestic battery. Separate indictment for grand larceny and fleeing with a vehicle.
  • Emerson, Steven Ray, 29, of Bridgeport — Fleeing, fraudulent vehicle registration, identity theft, three counts of forgery, three counts of uttering.
  • Moats, Roy Allen Jr., 30, of Newburg — Grand larceny by fraudulent scheme.
  • Nestor, Scott Richard, 41, of Morgantown — Six counts of child concealment, conspiracy.
  • Sansone, Celina Dawn, 35, of Morgantown — Six counts of child concealment, conspiracy.
  • Hartman, John Andrew, 55, of Tygart Valley Regional Jail — 32 counts of second-offense harassment.
  • Bucklew, Rhonda Lynne, 23, of Rowlesburg — Possession of meth with intent to distribute.
  • Newsome, Pete Edward, 39, of Tygart Valley Regional Jail — Grand larceny, breaking and entering auto.
  • Masters, Edward Junior II, 43, of Albright — Third-offense driving on license revoked for DUI. Separate indictment for third-offense driving on license revoked for DUI, fleeing with reckless intent, destruction of property and receiving or transferring stolen goods.
  • Mullins, Michael Allen, 22, of Kingwood — Grand larceny.
  • Knotts, Ralph Edward Jr., 27, of Bruceton Mills — Second-degree sexual assault.
  • Knotts, David Allen, 20, of Tygart Valley Regional Jail — Strangulation, domestic assault, destruction of property, domestic battery and obstructing an officer.
  • Moorehead, Andrew David, 20, of Bruceton Mills — First-degree sexual assault, first-degree sexual abuse.
  • Koch, John-Paul Douglas, 26, of Tygart Valley Regional Jail — Fleeing with reckless intent, fleeing.
  • Jones, Anthony Scott, 34, of Tunnelton — Possession of meth with intent to deliver.
  • Nelder, Billy Joe, 35, of Tygart Valley Regional Jail — Possession of meth with intent to deliver, fleeing with reckless intent and a prohibited person in possession of a firearm. Separate indictment for clandestine drug lab.
  • Shaffer, Robert Lee, 29, of Masontown — Possession of meth with intent to deliver, conspiracy.
  • Spindle, Alexis K., 24, of Tygart Valley Regional Jail — Possession of meth with intent to deliver, conspiracy.
  • McGinnis, Sabra Ann, 26, of Grafton — Possession of meth with intent to deliver.
  • Miller, Christopher Edward, no age given, Tygart Valley Regional Jail — Burglary, attempted grand larceny, destruction of property.
  • Teter, Rodney Lee, 46, of Albright — Grand larceny.
  • Collingwood, Hayle M., 25, of Reedsville — Gross child neglect creating risk of injury, conspiracy.
  • Pyles, Alex Ryan, 26, of Tunnelton — Gross child neglect crating risk of injury, conspiracy, possession of meth with intent to deliver.
