Law enforcement agencies converged on a Westover location Monday morning after receiving a tip on the whereabouts of 18-year-old Xander Scott Finley-Ball, who escaped from a detention facility in Wheeling on Oct. 10.

The Monongalia County Sheriff’s Office, Westover Police Department and the U.S. Marshals Service were among the law enforcement agencies involved in the search for Finley-Ball, who at the time of his escape was being held on charges stemming from a Star City shooting that took place at about 2 a.m. July 2.

During the search, Westover Police initiated precautionary lockdowns at Skyview Elementary and Westwood Middle schools in the area of Finley-Ball’s sighting. The lockdowns were lifted shortly before 1 p.m. and did not affect dismissal or after-school activities.

According to a social media post by the sheriff’s office, there was no active threat to students or personnel and police were operating out of an “abundance of caution.”

Acting U.S. Marshal Terry Moore with the Northern District of West Virginia confirmed Monday’s attempt to locate Finley-Ball was unsuccessful. Moore said they are continuing to follow up on leads regarding his location in Monongalia County.

Finley-Ball is 5 feet, 8 inches tall, has brown hair and grey eyes, weighs 135 pounds and was last seen wearing a green hoodie and tan pants.

Moore said the public should not approach Finley-Ball due to the nature of his charges.

Anyone with information regarding Finley-Ball’s location is asked to call 911 or, with information regarding the investigation, call the U.S. Marshals Service at 304-350-6700.
