Teacher accused of duct-taping student will face December trial

KINGWOOD — A Preston County teacher accused of duct-taping a student will face trial in December  in Preston County Circuit Court. 

Cassandra Diann Sisler, who was charged in October 2023 of four felony counts of child abuse against a student with injury.  

The incident occurred at Central Preston Middle School, where Sisler was a teacher.  

Sisler was indicted by the June Preston County Grand Jury on those  four charges. According to documents filed in Preston County Magistrate Court, Sisler put tape on the student’s mouth on Oct. 2, 3, 4, and 5 “in the middle of class.” The student said the duct tape was placed ear to ear, and on Oct 4 she wrapped his wrists in duct tape and also taped his mouth. He said the next day Sisler got stronger tape and wrapped it around his head and shoulders covering his mouth.  

Sisler’s attorney, Jeff Culpepper of Morgantown, said he filed two motions but Preston Judge Steven Shaffer had not yet ruled on them. One of the motions was about interviewing the children who witnessed the alleged child abuse, and the other was to allow Sisler to travel out of state due to medical issues.  

Sisler was previously listed on the West Virginia Education Association’s  website as a president of the Preston County Chapter. She also previously ran for political office.  

Culpepper told the court that the prosecution offered a plea agreement that he didn’t accept. He said he wanted to make a counter proposal and should have already done it.  

Shaffer set the trial for Dec. 4. A  motions hearing will be  3 p.m. Sept. 30.
