Josef “Joe” Horter was born in Wheeling, on April 28, 1960, to Julie and Charles “Bud” Horter. A 1982 WVU alum, Joe went on to earn his law degree from Ohio Northern University in 1985 before settling back in Charleston, where he would practice law for majority of his career. In 2002, Joe met his future wife, Monica, and they wed later that year. Visitation will be held at Barlow Bonsall Funeral Home in Charleston at noon on Thursday, Jan. 25, followed by a funeral service at 1p.m. A private burial will follow.
