A Morgantown man was taken into custody after West Virginia State Troopers were dispatched to a Stewart Street apartment on Sunday for a welfare check concerning two juveniles at the residence.
Senior Trooper V.L. Marra responded to the call and upon arrival at the apartment, was met by two children, ages 15 and 13, the criminal complaint said.
One of the teens told the officer that on Oct. 21, James Ryan Seyed-Ashraf, 34, of Morgantown, “had pushed him, slammed his head off the ground, and choked him to the point of unconsciousness.”
According to Marra’s report, the boys also stated that while the 15-year-old was unconscious, Seyed-Ashraf allegedly struck the boy “multiple times in the right side.”
“The 15-year-old suffered bruising and petechiae all over his face, which was photographed by his younger brother,” Marra wrote in the complaint.
In addition to the photographic evidence, Marra said Seyed-Ashraf admitted to the allegations.
Seyed-Ashraf is currently being held at North Central Regional Jail. Bond was set at $30,000.
