Legislature to meet in Charleston for three days of interim meetings; House plans general session on school safety

MORGANTOWN — After visiting Morgantown in May, the Legislature returns to Charleston Sunday-Tuesday for June interim meetings.

Headlining this round is a House of Delegates general session on school safety, starting at 1 p.m. Tuesday in the House chamber.

Rob Cunningham, deputy secretary of the Department of Homeland Security, will speak on school safety plans and best practices. Schools Superintendent Clayton Burch and Jonah Adkins, with the Department of Education Office of Accountability, will discuss school safety. And David Roach, executive director of the School Building Authority will discuss current school building projects.

Eight meetings are set for Sunday.

At 5 p.m., the Joint Legislative Oversight Commission on Department of Transportation Accountability will look at the effects of ongoing inflation and soaring gas prices.

Topics include supply chain shortages and the costs to projects, including secondary road maintenance; consumer behavior trends related to travel and the impact on the road fund revenues; Road Fund future health and options for stabilization as consumer behavior and technology changes; estimated project costs for projects, the time delay for permitting, and ultimate costs after permitting delays; and supply chain discussion for asphalt, concrete, steel, and other supplies — including any choke points in the process.

Monday has 12 meetings slated. Finance meets from 10 a.m.-noon and the agenda includes a look at the impact of proposed property tax exemptions that will come before the voters as a November Constitutional amendment question.

The Joint Oversight Commission on State Water Resources meets at noon and will look at two sets of toxic chemicals gaining more attention nationally: PFAS and PFOS. Understanding of both is still growing and the EPA has established health advisories for both.

Along with Tuesday’s House session, eight meetings are planned. Health meets at 10 a.m. to talk about Certificate of Need standards and smoking rates and regulations. The VFD and EMS Committee meets at 2 p.m. to continue its review of struggling EMS services across the state.

Energy meets at 3 p.m. to hear about solar power development in the state. And Natural Gas Development meets at 4 p.m. to get an update on abandoned well plugging.
