Cecil David Phillips, 66, of Mount Morris, Pa., died Monday, Nov. 1, 2021, in the J.W. Ruby Memorial Hospital, Morgantown. He was born in Waynesburg, Pa. Services will be held in the Richard R. Herod Funeral Home of Point Marion, Pa., at 11 a.m., Friday, Nov. 5.
