WESTOVER—As the investigation into the underground structure of Holland Avenue continues, cost estimates for reconstruction are becoming clearer to the City of Westover.
“We have our preliminary engineering report for the lower Holland Avenue project,” said City Attorney Tim Stranko. “And the reason I stumble is because it’s a big number.”
Although the current cost estimate was not discussed during Monday night’s city council meeting, Stranko said Mayor Dave Johnson plans to meet with engineers again this week to fine tune the report. He said a supplemental report will be available during the next council meeting
Investigations of the roadway conducted over the past few months found 1,500 feet of sanitary sewer pipe made of clay in poor condition. Stranko said there is also about 1,600 feet of storm water pipe made of clay that has also surpassed its lifespan.
“I don’t think anybody on council should think otherwise that this is a significant engineering project that will also disrupt the community once we get started,” Stranko said.
Stranko said the city expected this to be an expensive project. Looking towards upcoming meetings, Stranko said the city plans to discuss ways to cut costs without lowering the quality of the reconstruction.
Stranko said the city has been unable to come to an agreement regarding the employment status of Westover Police Officer Aaron Dalton. Dalton is a defendant in two federal civil rights lawsuits.
An internal investigation into the allegations against Dalton is now underway by the Westover Police Department.
“Happily now that we have the deputy chief and the kind of leadership that we need to do the internal investigation, the chief has ordered an internal investigation of the disciplinary matters,” Stranko said. “We await the conclusion of that internal investigation and his disciplinary recommendations.”
Other business
The second reading and adoption of an ordinance granting Atlantic Broadband cable franchise was approved by five present council members as two were absent from the meeting.
The first reading of an ordinance regarding employee rates of pay was also discussed. All council members present voted to approve the ordinance.
The next city council meeting is scheduled for 6 p.m. June 7.
