Preston Solid Waste Authority discusses covering its Dumpsters

KINGWOOD – The Preston County Solid Waste Authority (PCSWA) is considering steel or wood buildings to cover its Dumpsters at the Terra Alta BFS and Hopemont.

The Dumpsters are used as drop off spots for recyclable cardboard.

“I took needles out of the Dumpster at BFS. I’ve found mattresses and everything,” County Litter Control Officer Jay Sowers said.

Don Smith, who represents the Preston County Commission on the board, said quotes should be presented to PCSWA for two 10-foot-by-10-foot or 10-foot-by-12-foot wooden or metal buildings to cover the Dumpsters.

At the September meeting Smith said the board was approved for a $9,000 State Solid Waste Management grant. Board members voted to allow Sowers to buy tires and equipment for litter control from the grant funds.

East Preston Tire bid of $2,120 was the low bid for tires for the Terra Alta Recycling Plant’s vehicle. Glotfelty Tire Center in Oakland, Md., bid $2,600 and Tire Lane in Morgantown bid $2,656.

In a discussion about litter control, Smith suggested Sowers take the trailer to dump sites. He said that would allow workers to put the bags on the trailer and all Sowers would have to do is tow them away.

Sowers told the board he and some volunteers recently removed more than 80 tires from the Cheat River.

He said he also received a report about an old camper on McGee Road that looked as if it was going to be pushed over the hill.

“The owner was easy to find,” Sowers said. “I looked through the window and saw the address on some mail laying there.”

He said when he went to the address, the owner told him he didn’t know the camper was missing.

Sowers said a Department of Highways official has been enforcing the junk vehicle law in Preston County.

“He’s been coming here a lot. He has two people coming to court in November because they didn’t comply,” Sowers said.

He said individuals selling and dismantling vehicles fall under the Department of Motor Vehicles and the DEP if recycling is involved.

“Maybe someday we’ll get a junk vehicle ordinance in the county,” Sowers said.

In other business, it was announced there will be a Rails to Trails ribbon cutting 1 p.m. Oct. 17 at the Craig Civic Center.

The ecycling grant application for 2021 has been submitted.

And Smith said during this year’s ecycling event 24,621 pounds (a little over 12 tons) of recyclable electronics were collected.
