WVU BOG puts new Title IX into effect

Coordinator: Regulations allow institutions to be more protective under law

West Virginia University’s Board of Governors agreed Friday to put the new Title IX  guidance into effect following a one-hour executive session.

Title IX, issued by the U.S. Department of Education, said no person in the U.S. will be barred, based on sex, from participating or benefiting from any educational program that receives money from the federal government. The regulations define sexual harassment, including sexual assault, as unlawful sex discrimination.

WVU Title IX Coordinator James Goins Jr. said the regulations allow educational institutions to be more protective under the federal law, first put into effect in 1972. 

“And in that way, West Virginia University views the regulations as setting the floor of what we must do, but we are aiming higher in as many ways as we can,” Goins said in a statement released after the meeting.

On a related action, BOG also approved action to make the changes permanent for the university. The changes will be posted starting Monday and will remain up through 

Sept. 16. All public comment will be posted on WVU’s policy website and final approval will come by fall.

BOG approved potential naming opportunities with a formal announcement and details to be released at a later date.

Lastly, the board proved the transfer of some buildings associated with the former West Virginia University Institute of Technology to the city of Montgomery in Fayette and Kanawha counties. 

 Vice President for Strategic Initiatives Rob Alsop told the board the National Guard has an interest in some of the facilities on the former campus. West Virginia Tech was relocated to Beckley in 2016.
