Reedsville Council accept bid for paving project, seek alternate Rails-to-Trails entrance

REEDSVILLE — Work on Park Avenue, Grand Street and Clark Street will begin this spring as soon as temperatures allow.

Council members voted at their Monday evening meeting to accept a $13,260 bid from Parrotta Paving in Morgantown to repair the three roads.

Davis Hauling, Goldstrom Contracting LLC, Mike Scott, and Zack McMillen Construction LLC also bid on the project.

Parrotta Paving was the only company that offered both milling and gravel repair.

Councilman Scott Williams and Councilwoman Renee Stone said they favored trying milling to see if it worked better than gravel.

Milling is the process of grinding down an existing surface to a specified depth as prep work for the re-installation of new hot-mix asphalt material.

“I haven’t personally used milling,” Mayor Jason Titus said after the unanimous vote. “It’s going to be a learning experience for all of us.”

Council also voted to ask Preston County Parks and Recreation (PCPaR) President Dale McVicker if Rails-to-Trails would consider having the trail come off West Street instead of Long Alley.

Residents who live in the Long Alley area previously voiced concerns about parking and the possibility of people coming into their yards.

“The town owns that property (on West Street) already and we have a 20-foot right-of-way,” Titus said.

Councilman Greg Burke said he found the property pins the town was searching for on Long Alley.

The location of the pins would determine if there was enough space to build a parking pad for one of the Long Alley residents.

“There won’t be room to put a parking pad on Long Alley for one car, let alone three,” Burke told other council members.

“I have no problem (with West Street) as long as they bring in their own engineers,” Councilwoman Renee Stone said, referring to ditching that might need to be done at the site.

Council also voted to lease a police car from the county for $1 per month. Titus said the vehicle is fully outfitted and is an all wheel drive.

Under the lease, the town has to maintain the vehicle and keep it fully insured.

The next meeting of the Reedsville Council will be 6:30 p.m. Feb. 11.
