Kingwood man sentenced on felony strangulation charges

KINGWOOD — Devin Sean Sullivan, 32, of Kingwood, was sentenced to one to five years in prison for felony strangulation.

The charge stems from an incident in March, when a woman told police Sullivan choked her until she started to black out.

Sullivan’s attorney Lisa Hyer told the court her client took responsibility for his actions and pleaded guilty. She said he has been incarcerated since March 2019.

She asked the court to suspend Sullivan’s sentence and place him on supervised probation.

“We’re asking for no fine,” she said. “He has no means to pay.”

Judge Steve Shaffer said he read both the plea agreement and the pre-sentencing report.

“This is a tough decision,” he said. “You have nine months in jail and in three months you will be eligible for parole. I look at your history in 2003, kidnapping, burglary, assault with a deadly weapon with intent to injure.”

Shaffer said in a more recent incident Sullivan was convicted of being a felon in possession of a firearm.

“I’m sentencing you to one to five years and assessing court costs,” Shaffer said. “I can’t give you probation with all of that.”
