Amendments to Granville zoning ordinance pass first reading

GRANVILLE — With no one opposing amendments to the town’s zoning ordinance during a public meeting this week, council passed the first reading and Mayor Patricia Lewis expects the second reading to go as smoothly.
One amendment adjusts parking densities for a business planned for an area in the University Town Centre Walmart parking lot.
The second relates to businesses that may want to dispense medical cannabis.

“I’m pretty confident that it will pass the second reading,” Lewis said.
French Engineering submitted a proposal of $13,500 for the traffic signal design that would connect WVU Medicine and Walmart in the town center. The price includes a pedestrian crosswalk. Lewis said she hopes to see the crosswalk go in within the next six months.
“I hope that the cost comes in at a reasonable amount and we can go ahead and go through with the installation,” Lewis said.
Another crosswalk would connect the Target and Giant Eagle areas. That estimate was $5,000. Council agreed to move forward with finding a contractor.
Upgrades are also expected for Granville Park’s Field. Mike Bean, with Parks & Recreation, said the field has drainage issues. He said to fix the problem, water from the field will be diverted to left field, where a drain is already located. The cost of this will be $9,644.48.
Council also discussed riverside property that will be the site of a future park. Lewis said the property was appraised several years ago, but a new appraisal will be needed and hopefully move forward the process of putting in a boat ramp and park.
Granville received a request from Mountaineer Spay Neuter Assistance Program (M-SNAP) to donate money to the non-profit.
Lewis said, “$2,900 in vouchers were given out for residents in Granville in 2018. I was surprised at the amount.”
Lewis said the town previously donated $500. Council agreed to donate $1,000.
