MORGANTOWN — Carlos Luis Pagan II, accused of shooting Kashif Lamont Monk on Listravia Avenue on Dec. 10, appeared in a Monongalia County court for the first time.
The 28-year-old is charged with second-degree attempted murder and malicious wounding. He was arrested in Fairmont by the United States Marshals Service’s Mountain State Fugitive Task Force on Dec. 13. The task force was assisted by detectives from the Morgantown Police Department and Fairmont Police Department.
Pagan appeared before Magistrate Sandy Holepit who set bond at $25,000 cash or surety. Conditions of bond prohibit him from leaving the state, contacting Monk, and being in Monongalia County except to attend barber school on Beechurst Avenue. He also has to live with his mother in Fairmont.
Holepit told Pagan about the consequences of breaking those conditions and warned him not to stop at a Sheetz on his way in or out of the county.
A previous MPD press release stated Monk was taken to Ruby Memorial Hospital, where he underwent emergency surgery. Monk was not listed as a patient on Thursday, according to a WVU Medicine spokesperson. He was listed in good condition on Dec. 14.
Monk was shot multiple times in the chest and leg, according to a criminal complaint against Pagan.
Monk told detectives he was walking to his car when he saw a vehicle parked behind his, according to the complaint. He walked up to the car, saw Pagan and noticed he had a gun in his waistband, the complaint stated. Monk asked Pagan about the gun and Pagan drew it, shooting Monk multiple times.
Pagan’s case will be presented to a grand jury before further prosecution.
