Three Senate bills provoke debate

CHARLESTON — What would typically be three routine money-shifting bills instead sparked lengthy, emotional debate on the Senate floor Jan. 31.

Supplemental appropriations bills, as they’re called, come from the governor and shift money from one account where it’s deemed not needed to another where it is needed in the current budget.

But three supplemental appropriations bills to shift money from Medicaid to other areas split the Senate along party lines on Wednesday.

The bills are SB 385, SB 388 and SB 384.
